Windows has more free PDF editing options than any other OS — but "free" and "edit" both need qualification. Microsoft Edge can view, annotate, and fill forms. Microsoft Word 2013 and later can import a PDF, let you fix text, and save back to PDF — with caveats.IXPDF runs in any modern Windows browser (Edge, Chrome, Firefox) and handles page-level and document-level edits without uploading. Adobe Acrobat Pro is the only option for serious visual text editing, and it is paid. This guide walks through each, what it does well, and where it stops.

What "edit a PDF" means on Windows

Before picking a tool, decide which kind of edit you need. The four kinds are:

  1. Page-level edits — reorder, rotate, extract, or delete pages. The text on each page does not change; only the sequence or orientation does. IXPDF handles these in the browser on Windows.
  2. Document-level edits — add a watermark, change metadata (title, author, subject, keywords), or compress the file.IXPDF handles these in the browser.
  3. Visual text edits — fix a typo, replace a sentence, reflow a paragraph. Word 2013+ can do this with caveats. Adobe Acrobat Pro does it cleanly. IXPDF cannot do this today.
  4. Form filling and annotation — fill interactive fields, add text, highlight. Microsoft Edge does these in its built-in PDF viewer.

Pick the edit type first
If you only need to reorder, rotate, watermark, or change metadata, skip Word and Acrobat — IXPDF does those in your Windows browser with no install and no upload. Reach for Word only when you need to fix text inside a page.

Method 1: View, annotate, and fill forms in Microsoft Edge (free, built into Windows 10/11)

Microsoft Edge is the default browser on Windows 10 and 11 and has a capable built-in PDF viewer. It can open PDFs, fill interactive AcroForm fields, add text and drawings (annotations), and print to PDF. It cannot edit existing text in the page or reorder pages.

Fill a form or annotate

  1. Open the PDF in Edge (double-click, or right-click → Open with → Microsoft Edge).
  2. If the PDF has interactive form fields, click into each field and type.
  3. For annotations, use the toolbar: Add text to type on the page, Draw to freehand, Highlight to mark text.
  4. Save with Ctrl+S (annotations are saved into the PDF), or print to PDF with Ctrl+P → Save as PDF.

Honest limits of Edge

Method 2: Edit PDF text in Microsoft Word 2013 or later (free if you own Word)

Word 2013 and later on Windows can open a PDF, convert it into an editable Word document, let you fix text, and save the result back to PDF. This is the most practical free option for visual text edits on Windows — but it has real limits.

Steps

  1. Open Word and choose File → Open, then select your PDF.
  2. Word warns it will convert the PDF to an editable document. Click OK.
  3. Edit the text. Paragraphs reflow; you can delete, replace, and retype.
  4. Choose File → Save As and pick PDF as the format.

Honest limits of Word

  • Layout reflow. Complex layouts (multi-column, tables, embedded fonts, vector graphics) often shift during conversion. The saved PDF may look different from the original.
  • Font substitution. If the PDF used fonts you do not have, Word substitutes them and spacing can change.
  • Large PDFs are slow. A 100-page PDF can take a minute or more to convert and may freeze on older machines.
  • Scanned PDFs do not work. Word imports the text layer; a scanned PDF with no text layer comes in as images. You would need OCR first.

Method 3: Edit PDF metadata, watermark, and pages in IXPDF (browser, free)

  1. Open /tools/add-watermark/ (or rotate, reorder, merge, split, metadata — whichever edit you need).
  2. Drop your PDF or click to choose a file. The file stays in browser memory; it is not uploaded.
  3. Apply the edit (type watermark text, pick a rotation, enter a new page order, etc.).
  4. Click Run. The Worker processes the file and returns a new PDF.
  5. Download the result. Verify by opening it in Edge or Acrobat Reader.

What about visual text editing in IXPDF?
IXPDF cannot fix a typo or reflow a paragraph inside a PDF page today. Visual text editing in a browser-based PDF engine is technically hard — PDFs are not word-processor documents, and editing text streams without breaking layout requires reconstructing the page's content model. This is Future work for IXPDF (AGENTS.md §16: PDF Editor is Future). Until then, use Word 2013+ or Adobe Acrobat Pro on Windows for visual text edits.

Method 4: Adobe Acrobat Pro (paid, the full editor)

Acrobat Pro is the reference PDF editor. It can edit text in place (reflowing paragraphs), edit images, redact content, add page numbers and headers/footers, flatten forms, and much more. Common mistakes on Windows

  • Using a "free online PDF editor" for a sensitive document.Most free web editors upload your file to a server. Use Edge, Word, or IXPDF for anything sensitive — all three run locally on your PC.
  • Expecting Word to perfectly preserve layout. Word's PDF import is a best-effort conversion, not a round-trip. Complex layouts shift. Always compare the result to the original.
  • Expecting Edge to edit text. Edge is a viewer and form filler, not a word processor. For text edits you need Word or Acrobat Pro.
  • Treating a scanned PDF like a text PDF. Scanned PDFs are images; text edits do not work without OCR. IXPDF does not do OCR (Research Required — see AGENTS.md §16).
